Solar panels.

I have very limited knowledge on this subject, but had heard that solarvoltaic panels are superior to solar panels for the simple reason that these solarvoltaic panels are 'fired'/operate on light and are not dependent upon the sun shining.

Can anyone add to my limited knowledge please?
